Board of Supervisors

The Township is governed by three elected members to the Board of Supervisors.  Terms expire on December 31st of the year indicated.  The Board regularly meets on the first and third Monday of each month at 7:30pm at the Township Building, 1039 Wilmington Pike, West Chester, PA.

Mike T. Di Domenico, Police Commissioner (2019)

Mike has lived in Westtown since 1985.  He and his wife, Kathy, are parents of two sons, Mike and Nick.  Kathy and Mike enjoy travel and riding motorcycles.  He is an avid golfer, hunter, and fisherman.  He is also passionate about restoring muscle cars.

A class of 1969 graduate of Slippery Rock University, Mike began a 24 year teaching career in the public school system. Upon completion of a Penn State University Graduate degree, including an Administration /Principal Certification, he finished his 35 year career in public education as a principal in 2003. The last 11 years of his career were spent in administrative capacities.

Mike’s interest in the on-lot sewage management issue and the government of Westtown Township convinced him to become involved in local government.  He desires to foster an open and transparent government, with prudent fiscal reform and responsibility, and to be an advocate of the citizens.  He hopes to encourage more citizens to be a voice in the workings of Westtown Township.

Carol R. De Wolf, Chair (2021)

Carol has served on the Westtown Township Board of Supervisors since 2003, and has rotated on the WEGO Police Commission. Prior to being elected to the Board, Carol served on the Westtown Planning Commission. Carol is also on the Board of the Chester County Association of Township Officials, and the West Chester Area Council of Governments.

Carol has a BA from the University of Colorado in Environmental Conservation and Planning; attended the University Of Colorado Graduate School Of Public Affairs, and Kutztown University of Pennsylvania, and received a Master’s in Public Administration and a Master’s in Political Science.

Carol has worked over thirty years for municipalities and counties on planning, policy, public works, and water resource projects in the front range of Colorado, and this regional area.

Scott E. Yaw, Esq., Vice Chair (2023)

Scott and his wife, Tracey, have lived in Westtown Township since 1998.  They are the proud parents of two daughters, Sam and Syd, who attend schools within the West Chester Area School District.

Scott grew up in Lycoming County.  He received his undergraduate degree from Colgate University and his law degree from the Dickinson School of Law of the Pennsylvania State University.  While in law school, Scott worked on the legal staff of the Pennsylvania State Senate.   Following a judicial clerkship in Lehigh County, Scott joined a Malvern-based law firm and has been practicing law in Chester County and  Southeastern Pennsylvania, generally, since 1991.

Scott joined the Board of Supervisors in January of 2018.   Prior to his election, he served as a Member of the Westtown Township Planning Commission and as elected Auditor for the Township.  His commitment to our community and sense of public service, both having been passed on to him by his parents and grandparents, are evident from his years of service as a volunteer for numerous community and youth organizations as well as his prior service for Westtown Township.   A small business owner for over 20 years, Scott is a firm believer in responsive, fiscally prudent government at all levels and, most importantly, at the local level.
