Board of Supervisors

Westtown Township is governed by three elected members to the Board of Supervisors.  Under the Second Class Township Code of the Commonwealth of Pennsylvania, the Board of Supervisors is responsible for all matters that require official action by the Township, such as adopting ordinances and resolutions, approving land development applications, levying taxes, as well as the general supervision of Township affairs.  Terms expire on December 31st of the year indicated below.

The Board regularly meets on the first and third Monday of each month at 7:30 PM at the Westtown Township Building, 1039 Wilmington Pike, West Chester, PA.  Additional meetings of the Board may be held on the second and fourth Monday of the month, as needed for official Township business, and will be advertised via the Township website and listserv.  With the exception of Executive Sessions, the meetings of the Board of Supervisors are open to the public.  Meetings are held in person, and can be viewed live on YouTube, or you may participate remotely via Zoom.

If you are participating remotely, please remain muted during the meeting while the Board is talking. As always, there will be opportunities for public comment at the beginning and end of the meetings, and prior to a Board vote on any agenda item. In-person meeting attendees will be given the first opportunity to comment and ask questions. Remote (Zoom) attendees will be given the second opportunity to comment and ask questions. Remote attendees wishing to comment must raise their hand icon in Zoom. Once called on by the Board Chair, remote participants shall state their name and address and speak one at a time, so that their comments can be appropriately captured in the meeting minutes.

Board of Supervisors meetings will continue to be livestreamed on YouTube, with a 20 second delay. To avoid feedback, we ask that you not participate in the meeting on Zoom while simultaneously watching the livestream on YouTube.  YouTube recordings of Board of Supervisors meetings will be available for viewing for 6 months.  Video recordings shall not supersede or replace the meeting minutes as the official record of the meeting.

Copies of the meeting agenda and supporting materials will be posted on the homepage by 4:30 on the Friday before meeting dates.

Tom Foster, Chair (2027)

Tom Foster has returned as a Township supervisor after serving in this capacity from 2005 to 2012. During his more than 40 years in Westtown he has served in various public roles including:

  • Member of the Westtown Township Comprehensive Plan Task Force from 2016-2017
  • Member of Westtown’s Open Space, Recreation, and Environmental Resources Task Force from 2012 to 2013.
  • Co-founder (with his wife) of the Westtown Agricultural Security Advisory Area where he remains as legal consultant
  • Co-chair, Alternative Land Uses Task Force in 2002
  • Auditor from 1991 to 1993
  • Co-chair of Westtown Township’s Tri-Centennial Committee in 1985

Tom and his wife Eva have lived in Westtown since 1981 on Goose Creek Farm where they have raised horses, chickens, geese, vegetables, and flowers. Their small farm has also been enrolled in the State’s Stewardship Forest program for over 30 years to support a healthy variety of wildlife and to help manage the property sustainably for generations to come.

He graduated from Widener University School of Law with a Juris Doctorate after graduating from Temple University with honors with an MBA.  He earned his BA from Lehigh University after graduating from Episcopal Academy. Tom is a veteran who served in the U.S. Army in the Military Intelligence Corps for three years where he served in West Germany and West Berlin (then an occupied zone of Allied Forces).

Professionally, Tom spent 25 years working for Chilton Publishing Co., then a division of Disney, holding a variety of senior positions including editor, publisher, and operations director. He later managed his own consulting practice where he provided legal and operational services to businesses including publishing and logistics. During this time, he also taught at Temple University as an adjunct professor. After retiring from these roles, he has provided pro bono legal services to individuals with intellectual disabilities. He also volunteers at Elwyn Institute, which cares for people with intellectual disabilities.

Tom cares deeply about the historical heritage of this country. He is a member of the Pennsylvania Society of the Sons of the Revolution as well as the St. Andrews Society, which celebrates the role of Scots in the founding of this country.

Tom has committed himself to maintaining Westtown as a safe, thriving, and scenic community. His education, upbringing and professional work have taught him the value of thrift, personal responsibility, and duty. He looks forward to hearing from residents about their hopes and ideas, so we all can work together to make Westtown an even better community.

Edward Yost, Esq., Vice Chair

Ed Yost was sworn in as Supervisor on January 2, 2024.  He and his wife Andrea have lived in Westtown with their four children for the past twelve years.  Ed’s previous experience with Westtown includes having served on the Planning Commission and Comprehensive Plan Task Force.  Ed is a U.S. Navy veteran and a current Captain in the Pennsylvania Army National Guard where he serves as an Army Judge Advocate.  Passionate about veterans issues, Ed has served on the Board of Directors for several veterans-related non-profits including the Veterans Multi Service Center, which provides comprehensive social services to veterans in three States.  Ed has worked as an attorney for the past twenty years and has served as Assistant General Counsel at Wawa, Inc. for the past twelve years.  He previously worked as Counsel, Global Labor and Employment at The Hershey Company and as an Associate in the Philadelphia office of Drinker Biddle & Reath LLP.  Ed earned his JD from Rutgers University and his BA from The College of New Jersey where he majored in Secondary Education and English.  Ed is thrilled to have the opportunity to serve the residents of Westtown as the newest member of the Board of Supervisors.

Richard Pomerantz, Police Commissioner (2025)

Canadian born and educated, American citizen, Dick Pomerantz is Westtown’s newest member of the Board of Supervisors. He and his wife/business partner Bobbie are 33 year Westtown residents. Having had the experience of living and working throughout North America and around the world, Dick brings a diverse perspective and leadership style that is driven yet collaborative, direct yet respectful to engender a wide range of views. And always strives to make a positive impact.

A graduate of McGill University and the University of Ottawa School of Law, Dick early on realized that being a lawyer would not be his life path. As he shared, “…My entrepreneurial interests would take me elsewhere. My very wide-ranging life experience has enabled me to build diverse skills which have been beneficial in a variety of endeavors, including as Chairman, Westtown Planning Commission, for the past six years.”  Some of these undertakings include:

  • Award winning US and Canadian investigative print and broadcast journalist
  • Co-Senior Partner of a world-wide Strategy Advisory, Board (Governance) and Senior Executive Coach boutique consultancy; and Media Production company
  • Co-creator of Customer/Client-driven skills development program globally taught and/or licensed
  • Naval Officer Life Coach/mentor
  • Author and motivational speaker.

With a results orientation, Pomerantz has also served as:

  • (Former Co-Chair) Minnesota Major League Baseball Task Force (“Save the Twins)
  • Co-founder: Make-A-Wish Minnesota; North Carolina Crohn’s & Colitis Foundation
  • Chairman, ACCCF 2013-14 South Florida community fundraiser (14 events)
  • (Former) member of the Twin Cities (MN) Metropolitan Health Planning Board
  • (Former) Valley Forge Military College Women’s Basketball Head Coach
  • Walking Scorer, PGA Tour Honda Classic (10 years)
  • Cancer caregiver.

Pomerantz states he will, as always, be mindful that “the greater danger for most of us lies not in setting our aim too high and falling short, but in setting our aim too low and achieving our mark.” (Michelangelo)

Concord Road from Oakbourne to Westbourne, and Oakbourne Road from 202 to S. Concord) need to be reported to PennDOT Customer Care. Westtown Township has no jurisdiction on state roads.
